Secondary industries utilize feedstock from heavy industries and process them to produce value-added downstream plastic and petrochemical products. These industries provide direct value to the local economy, by providing a stable source of inexpensive industrial and consumer goods for the domestic and regional markets.

Reinforcing Bar Rolling Mill
Reinforcing bar (rebar) rolling mills are an essential component in construction and civil work. A rebar rolling mill will help to satisfy a portion of the expected construction material demand in the Gulf of Sirte domestic market.

Di-Ammonium Phosphate (DAP) Fertilizer Plant
In response to a constant rising global demand for fertilizers and considering the trend toward greenhouse-based agriculture in North Africa, an agrochemical DAP fertilizer plant is suitable for Al Brega since the feedstock (ammonia) is currently produced on site.

Black Pipe (Bimodal Polyethylene) Plants
Bimodal Polyethylene pipe is well suited for uses in gas, potable water, sewer, and mining due to its higher impact strength and resistance to rigors of pipe laying conditions. The Black Pipe plant will take advantage of the availability of local feedstock and can be used to satisfy the extensive construction activities expected in the region.

Detergent
The industrial program at Al Brega plans to establish a Linear Alkyl Benzene (LAB) plant. The use of LAB is in the manufacturing of Linear Alkyl Sulfonates (LAS), a surfactant ingredient in detergents. To leverage this local raw material source, a detergent plant will provide a value-added secondary industry in Al Brega.

Polyvinyl Chloride (PVC) Pipe Plants
PVC Pipe is used mainly for the municipal water, sewer, irrigation, and related industrial and residential markets. A PVC plant at Al Brega will be able to leverage the availability of local PVC supply from the new petrochemical facilities.

Consumer-oriented businesses that manufacture final, consumable goods will provide products that will be used within the domestic market or exported to other markets.

Lube Oil Blending and Packaging
The lubricant plant will produce lubricants for machines in industry and shipping and for engines in lorries, cars, and aircraft. This lubricant plant can take advantage of the nearby feedstock from the refinery at Al Brega, which includes the production of Group III Base Oils, the main component of all finished lubricants.

Concrete Plants & Products
The proposed development at Ras Lanuf will include significant amounts of construction, requiring substantial amounts of concrete. A concrete batching plant will produce ready mix concrete and concrete products.

Ceramics and Composite
Ceramics, specifically technical ceramics, are advanced engineering materials that possess properties including high resistance to abrasion, excellent hot strength, chemical inertness and dimensional stability. Ceramic industries produce components for a variety of industrial requirements. Applications for composites are vast and varied and can be coordinated to take advantage of the needs of the different industries.

Industrial gas facilities will provide necessary support to both heavy and light industries.

Support Industries and services will provide goods and services to fulfill demand by local industries.

Construction & Maintenance Services
Construction and maintenance services will serve roads, schools, airports, hospitals, and power/desalination facilities.

Oil & Gas Service Companies
Oil and Gas service companies will provide exploration and exploration geology, directional drilling expertise, pipeline integrity and services and safety and environmental engineering services.

Industrial Service Companies
Industrial service companies will provide services in plant maintenance, transportation, cleaning, emission control services, and waste treatment,

Marine Service Companies
These companies will serve the existing and future port facilities, including harbors, dredging, marina, tanker management, and submarine pipelines.
